• Must be diagnosed HIV+ symptomatic, AIDS, or HIV+ with an unrelated disability.
• Persons or households with incomes at or below 80% of the Area Median Income.

• Must be living in or moving to Los Angeles County.
• Must have a source of income that does not exceed 50% of the gross median income in Los Angeles County as defined annually by HUD.
• Housing consisting of single individuals or two adults may not spend less than 40% of gross income; family households of three or more may not spend less than 30% percent of gross income for rent/mortgage and utilities.
• Additional eligibility criteria may apply depending on financial assistance request.

HOPWA Funded Programs

HOPWA funds are used for a wide range of services.  To access these programs you first must call one of the agencies listed here and make an appointment with a Housing Case Manager to start the intake process. 

Short Term Assistance Program (STAP)
This program offer two grant types: STRMU grants (Short Term Rent, Mortgage, and Utility grants), and PHP (Permanent Housing Placement grant).  The object of the STAP program is to assist persons living with HIV/AIDS who are not able to meet their monthly housing expenses, including utilities and rent, due to unexpected situations.  All grants are subject to availability of funds and are reviewed on a case-by-case basis.

Housing Case Management (HCM)
Housing Case Managers assist clients in locating, acquiring,  financing, and maintaining affordable and appropriate housing.

Lease, Operating, and Supportive Services in Emergency Shelter and Transitional Housing (LOSSETH)
The Emergency Shelter and Transitional Housing Program aims to assist clients in securing emergency shelter for up to thirty (30) days or transitional housing for up to two (2) years.

Other Supportive Services (Other SS)
The services entailed in this category include: food services  (nutrition assistance, meal preparation and delivery, and/or food banks), legal or housing advocacy ,and service animal support programs.

Housing Authorities

The Housing Authorities offers a Tenant-Based Rental Assistance program. Up to 12 months of rental subsidy assistance for eligible individuals and their families through the housing authorities. This program operates similar to the HUD Section 8 program.  Contracts exist with four local housing authorities to operate this program: City of Los Angeles, County of Los Angeles, Long Beach, and Pasadena.  Applicant referrals are referred to participating agencies if services and assistance are needed to find or maintain permanent housing.  Clients will transition to the Section 8 program if they continue to qualify.
