April 3, 2012

Round 2 of the 2012 Affordable Housing Trust Fund will be accepting applications through the Permanent Supportive Housing Collaborative NOFA only.  A total of $10 million in funding will be available.  In addition, HACLA will make available a total 150 Section 8 Project-Based Vouchers through its PBV NOFA.

Updated Architectural Guidelines and Property Management PlanThe Architectural Guidelines and Property Management Plan have been revised and will soon be available in the online application.  Please be sure to upload the most recent version of these documents in the Round 2 application.

Application Deadline: The deadline to submit applications is 11:59 p.m. Tuesday, April 24, 2012.

Deadline for Leveraging Source Applications and Architectural Plans: 4:00 p.m. April 24, 2012.
Leveraging Source Application: One electronic copy on cd or usb (flash) drive
Architectural Plans: Two hard copy, full-size sets plus one electronic copy on cd or usb (flash) drive
 
Supporting Documents:  If you've submitted an application in Round 1, all supporting documents must be uploaded again in the Round 2 application.   AHTF will work with LAHD's MIS Division to determine the possibility of automatically migrating these documents in the future.

PERMANENT SUPPORTIVE HOUSING COLLABORATIVE NOFA
LAHD has partnered with the Housing Authority of the City of Los Angeles (HACLA) and the following three Los Angeles County Agencies:  The Department of Health Services, Mental Health, and Public Health, to offer gap financing, operating subsidy, and supportive services via one application in order to increase access to supportive housing for chronically homeless individuals who are high utilizers of public health resources.
 
Under this NOFA, projects requesting Project Based Section 8 Vouchers (PBV) to serve chronically homeless individuals with special needs will be required to receive applicant referrals from the aforementioned County Departments and will be required to enter into discussions with the County to develop a comprehensive and high quality support services program.
 
The HACLA PBV NOFA regulations are scheduled for posting on the HACLA website on Monday, March 26, 2012.  HACLA's website can be accessed at http://www.hacla.org/ps/.
 
$5 million in additional service funding is available through the Home for Good Program, an Initiative of the United Way and Los Angeles Area Chamber of Commerce. Please click on the link below for more information:
 
 
 
ONLINE APPLICATION
A DUNS Number is required in order to access the online application system.  See Section on DUNS Numbers for more information.
 
Once you have access to the system, please review the User's Guide for important information regarding the online application, including instructions on how to set up the Administrator and User Accounts.  An Application Checklist has been provided under the "Supporting Document" tab of the online application; click on the Supporting Document Checklist link.

HARD COPY SUBMISSIONS
Hard copy submissions will NOT be accepted.  All proposals must be submitted via the online application. 
 
 
DUNS NUMBERS
A DUNS Number is required to access the online application. A DUNS number is a unique, 9-digit identifier issued and maintained by Dun and Bradstreet (D&B).  The Number has been incorporated into the Federal Acquisition Regulation in April 1998 as the Federal Government's contractor identification code for all procurement-related activities.  A DUNS number is assigned for each physical location of a business and verifies the existence of the business entity globally.  
 
DUNS numbers may be requested online at the Dun and Bradstreet website and can be created in one day. 
 
Project sponsors (in most cases, the developer) must provide their organization's DUNS Number to LAHD by emailing lahd_hims@lacity.org and lahd_nofa@lacity.org in order to gain access to the system.   If a consultant will be working on all or a portion of the online application on behalf of a nonprofit developer/project sponsor, the nonprofit developer must provide the DUNS number to LAHD, set up the Administrator Account within the application system, and create a User Account for the consultant.

ASSISTANCE FOR CONTAMINATED SITES
 
Environment LA, is a Department of the City of Los Angeles, administers the SNAP Program, which can assist developers of small sites in disadvantaged communities whose property may have unresolved contamination concerns.   
 
The program provides a range of environmental services including Phase I and Phase II environmental site assessments, remedial planning and assistance in obtaining grants to pay for cleanup.   Sites must be in the City of Los Angeles and in CDBG eligible (low income) areas.  Services available vary with program funding.
