On December 28, 2012, the Los Angeles Housing Department will begin mailing the 2013 Annual Bill to approximately 119,000 landlords and management companies. The Bill encompasses both the Rent Stabilization Ordinance ($24.51/Unit) and the Systematic Code Enforcement Program ($43.32/Unit) fees for those subject to one or both of these Programs. Property owners are encouraged to plan their payment ahead of the February 28, 2013, deadline to prevent the assessment of delinquent fees. Payments are due upon receipt; the mailing date is not accepted as an indicator of a timely payment.
To assist property owners facilitate their payments, LAHD is offering online payment processing using a simple and user friendly process. Each year constituent payment portal usage increases, last year we saw increases of over 50% in response to the updated LAHD payment portal features. In 2013, you will continue to see enhancements with the Online Payment/Exemption Processing (www.LAHDbill.org); a single payment for multiple APN, immediate payment confirmation and real-time access to print the Registration Certificates. These features are essential for property management or real estate companies who want to save time and money managing their large property portfolios. All major credit cards and checks (ACH) are accepted. Exemptions and administrative appeal forms are available, view, complete online, and email directly to the Department for determination. First time users may view the step-by-step assistance guide on how to use the online system, e.g. log in, make payments, or to register.
Two important dates for Property Owners/Management Companies:
Exemptions must be received by January 31, 2013, exemptions received after this date will not considered.
Payment must be received by February 28, 2013, delinquent fees are assessed to any payments received after this date.
To ensure timely receipt, property owners should mail payments and/or exemptions at least 10 days before the received dates (deadlines).
