Is a bond required for this project?

No. Bonds are usually required for construction projects (building a structure, sewer line, paving streets, etc.) and are issued as a surety (not insurance) that guarantees the contractor's work will be completed if the contractor cannot finish the job. The surety then intervenes to help the City find a new contractor and complete the job.

The cost of a bond is based on the cost of the project. For this project, it is difficult to pinpoint the cost since the repairs will vary. Licensed contractors are required by the state to carry a $12,500 surety bond. We will verify compliance by checking the state database http://www.cslb.ca.gov/.

In the absence of a bond, the contractor is bound by their contract with the City. We require products/completed operations coverage under the General Liability requirement which responds to instances where projects are not completed.    

The amount of the contractor’s license bond is $12,500 as of January 1, 2007. [Business and Professions (B&P) Code Section 7071.9].

The bond amount is not per job—it is the amount available for all the jobs a contractor takes on during the life of the bond. In addition, the CSLB may require a separate bond for contractors who have been disciplined, and the amounts of these bonds vary. Once the bond has been depleted, a contractor must purchase a new bond for the license to remain in effect.

Is there a job walk for this bid?

There are no job walks before the contract is awarded, however,  once the contract is executed, there may be job walks for specific repairs.

What type of repairs are usually needed?

There are a variety of repairs needed. Some of the most common include clean up of excessive sewage, the restoration of hot water, roof and structural repairs, the repair of unsafe stairways and the provision of basic fire safety protections.

What is the deadline for submission of the proposal package?

The deadline for submission of the proposal package is February 23, 2009.  Please see page 5 of the RFP for important information regarding submission deadlines.

What is the contract term?

The contract term is one-year with an option to extend for up to two additional one-year terms, subject to the availability of funds, contractor's compliance with Federal, State, and local regulations, and an evaluation of the contractor's performance.

Summary of Pre-Proposal Conference

The pre-proposal conference took place on February 2, 2009, at 1:30 p.m. Present were 28 proposers, eight Code Enforcement Division staff, and two staff from the Los Angeles Bond Assistance Program (BAP).

The meeting commenced with introduction of the LAHD staff presented in the conference, followed by a brief presentation from the BAP Outreach Director Diane Sallee.  Code Division staff provided an explanation of various contract requirements, including the Contractor Responsibility Ordinance, Equal Benefit Ordinance,  Equal Employment Opportunity/Affirmative Action, Living Wage Ordinance and Prevailing Wage. 

Next, Housing Inspectors Calvin Oglesby and Ernesto Corrall presented an overview of the URP and the objectives and scope of work required by this RFP. 

Finally, Donya Plazo, Housing’s contract administrator of this RFP, recapped the information included in the RFP.

The panelists answered questions following the presentation. During the meeting, a proposer expressed concern regarding the redundant nature of the requirements stated in Narrative 4 and Exhibit II of the RFP. Principal Inspector Dan Snyder conceded that the cost estimate forms may need some adjustments for clarity in future proposals. Some new information was presented and additional questions were asked during the conference.
