REQUEST FOR proposals
for the
Housing Opportunities for persons with HIV/AIDS program (HOPWA) And Fiscal Monitoring Services
On July 11, 2011, the City of Los Angeles Housing Department (LAHD) released a Request for Proposals (RFP) to provide housing and supportive services to low-income persons living with HIV/AIDS (HOPWA). Services solicited are: 1. Housing Information Clearinghouse; 2. Central Coordinating Agency to provide Emergency Hotel/Motel and Meal Vouchers; 3. Central Coordinating Agency to provide Short-term Rent, Mortgage, and Utility grants and Permanent Housing Placement grants; 4. Emergency, Transitional, and Permanent Housing (Scattered-Site Master Leasing); and 5. Supportive Services. Additionally, this RFP is soliciting fiscal monitoring services to conduct fiscal reviews and monitoring of the HOPWA funded contractors.
Proposers may apply for one or more categories. The initial contract terms will be for 6-months, to begin October 1, 2011, with an option to renew for two one-year periods. Approximately $4 million is available through this RFP for the 6-month contracts.
PRoposER’s Conference
Tuesday, July 19, 2011, at 1:30 p.m. in the Auditorium at the Los Angeles Housing Department, 1200 W. 7th Street, 1st Floor, Los Angeles, 90017. The conference will provide information on the City’s contracting process, and is an opportunity to raise any questions regarding the RFP.
RFP AVAILABILITY
Beginning July 11, 2011, the RFP will be available on the Housing Department’s website: http://www.lacity.org/lahd, posted on the City’s Business Assistance Virtual Network (BAVN): http://www.labavn.org, and available for pick up at LAHD at the public counter during normal business hours at the address listed above.
RFP SUBMISSION DEADLINE
Proposals are due by 3:00 p.m. August 5, 2011, to the Los Angeles Housing Department, HOPWA Unit, 1200 W. 7th Street, Los Angeles, CA 90017. No submissions will be accepted after this date and time. All proposal packages must be sealed and clearly marked: Proposal for HOPWA Program.
